Update SmartAPI Metadata to match the latest Annotator service

We currently have an entry for the Annotator service at the SmartAPI registry:

We can either update this metadata file (hosted here) manually. Or figure out a way to generate this API metadata automatically (e.g. using a Sanic's OpenAPI extension). But note that we do have some sections of API metadata as the OpenAI extension fields (anything starts with x-, such as info.x-translator). We will need to see if we can include them through the OpenAPI extension.
