Repro steps

I reproed this with Boxer 3.4.19 2024-06-24

build title demo.box.zip illustrates @ and ! being used in the title of a data box passed to build. Most of these behaviors are surprising to me. Sometimes the @ or ! isn't evaluated and other times it's evaluated to an odd value like #(Special-Eval-Token Eval-It Angle). Screenshot:
