Updates to VS Code page - "python.formatting.provider" setting is deprecated #221

Under the "Python" section of the VS Code page, it instructs the reader to pip install black and add "python.formatting.provider": "black" to their settings.json file. This setting is now deprecated; the equivalent to doing this in current VS Code is to get the "Black Formatter" VS Code extension by Microsoft. This should be updated on the Bootcamp website.
