"Join us" link is jarring

"Join us" link goes to CA Civic Lab's description of Open Disclosure, which doesn't have any of our braning and is fairly confusing to the user who doesn't know what CA Civic Lab is.

Content is also very different from the about page so it's unclear who controls the site.

This was feedback from @sfdoran 's staff when looking at the Open Disclosure site.
