Create a new benchmark for the DMN engine

Description

Create a new benchmark and cover some basic functions. It should be a starting point to compare the DMN engines and give an idea of the performance. We can extend the benchmark over time.

The goal is to

• execute the benchmark manually
• allow triggering it from the build pipeline

I'd be really interested in this. Some of my more complex graphs have taken upwards of 100ms and I'd love to get a better understanding of the performance vs number-of-decisions.
