Bug Description

HostCpuHighIowait currently has a 10% threshold which is too low for ceph backed VMs. It would be nice to make it configurable

We should take a closer look and see if we can better generalize it to be less sensitive to arbitrary thresholds.
Otherwise should probably move it from a built-in alert rule into a best practice doc, encouraging charmers include a workload-specific one.
