Why to run a session wrapper with packed arguments?

Hi! Is there any real reason for 964619b ? I mean, to pack the whole contents of the session command line into a single argument that is then passed to a wrapper? According to the *.desktop file specification[1], the "Exec" tag may contain a command line (with arguments), not just a single name of an executable.
