Tooltips specific to data viewer should be shown inline with data viewer button

We currently only render tooltips that provide context about Zarr stores at the top-level button for each store. When the tooltip information in specific to the data viewer and why it is not applicable to certain store, I think it would be clearer to show that information inline with the disabled data viewer button.
