Removed 4 scripts not needed for casaconfig. This version will be used to test casadocs for the casaconfig API to be used for the next update of casaconfig.

Version for testing of CAS-13116 changes

This includes a working test script. The parsing of the --cachedir option is moved back into casashell. measures_update now checks to make sure that the target directory is writable before the measures data is fetched.
