Repeated forecasting

Context

We want to make $n_{forecast~weeks}$ week forecasts for desired timepoints. Timepoints are the obstime points that we want to begin forecast.

Requirements

• Adding a function that will do repeated forecast for desired time point and forecast period.
• Add tutorial to use function.
