Add CPs to Documentation #435

All Centrifuge Proposals are maintained in a separate repository. We would like to make them easily viewable in the documentation.

We need to create two pages:

List all CPs: A table of all CPs with the following data taken from the metadata in every CP file:
- CP Number
- Short title
- Status
View a CP: A way to view the CP. Render the full markdown file in a page on our documentation with a link to the original in github to edit.

On every build the newest commit in the main branch of the CPs repo should be pulled in and on deploy the docs should be built with this info.
