[Story] Full navigation menu except in specific cases

User story

• As a filer, I want a full navigation menu, so that I can easily navigate the platform and access all necessary features except in specific cases where simplified navigation is required.

Acceptance criteria

• Given a user logged in, when they are on any page of the platform (except for confirmation pages and any webform hosted in an external system), then they should see a full navigation menu with appropriate links
