[Story] Know about filing submitted within the current filing period

User story

• As a filer, I want to know when I have a submitted a filing within the current filing period, so that I can know that I have satisfied my annual filing obligation.

Acceptance criteria

• Given a filer has submitted a filing for the current filing period, when they go to filing home, then they will see a filing card that informs them a filing has been submitted.

Technical tasks

Developers should create technical tasks and add links (below) prior to sprint planning.
