Task type column with no department does not appear in the filter department views on global page #1572

Context

Studio name: gwen
Kitsu version: 0.19.72
Production type: all

Describe the bug

Department behavior has changed.
Previously, when we had a job type column linked to no department, all filtered department views (in the asset or shot page) displayed this job type column (as for working job type columns) but no longer.

@gwendupre Should we considering forcing to set a department on all task types?

As for the custom metadata column, If a task type is linked to no department, then this task type should be seen to all (aka all departments).
