We previously had a banner on CxG products, specifically - CellGuide, and Gene Expression. However, this banner had a newsletter sign up link, which was linked to HubSpot, HubSpot decided to drop cookies and did not inform their users. We decided to remove the banner to ensure we stay within our policy.
We would like to reintroduce the banner, however, this time removing the newsletter link and replacing it with a link to our Airtable form to capture feedback on our products. This way, we stay within our policy and add back feedback.
This ticket is for Explorer only, this is the first time we are adding a banner to Explorer.
Expected behaviour:
The banner will change the viewport size for Explorer when present.
When the banner is closed, the viewport size will return back to it's normal size

Timmy: Maybe just copy the banner code from Data Portal for consistent UI frontend/src/components/BottomBanner/index.tsx. This is the PR that removed the banner on Data Portal repo for reference
