Currently, we make some assumption about the pivotal user that do not allow this to be easily used on Chef Server 11. While knife download and knife upload can be used for nearly everything in an open source server, it would be nice for user to

  1. Be able to use a single tool, and
  2. Be able to use the user-password export/import features of knife-ec-backup

It is likely preferable to solve this by making the core knife download and knife upload tooling robust enough to replace knife-ec-backup, but until then it would be nice to remove the assumptions about pivotal if possible.

@stevendanna Since we're not supporting OSC 11 can we kill this issue at this point?
