Records workflow - Draft to publish

After discussion during the Metadata Record Code Sprint:

• Remove the save button, forms will be saved on any changes to the form. #274
• Generate DataCite DOI on click to Generate Draft DOI Define and implement workflow for updating Datacite DOIs #255
• Submit button on move a draft record to be review.
• Submit button should update the Draft DOI. Define and implement workflow for updating Datacite DOIs #255
• Add a Publish button to the submit page:
  • Activated once a record is approved during the review stage
  • When publish is clicked it will:
    • Generate xml for CKAN and update CKAN record
    • Update DOI Draft and Publish DOI Define and implement workflow for updating Datacite DOIs #255

And I think upon hitting the Submit button it also updates the drafted DOI in DataCite (as we'll review that as well during our checks).
