Unpublishing metadata records with published DOI associated?

In an ideal world a metadata record associated with a DOI pointing to this record on the CKAN page, should always remain available and can't be unpublished.

Right now, we don't have anything preventing a user from unpublishing a DOI associated form.

We decided for now,

• To rely a script (@Br-Johnson) to review on a regular basis the DOIs
• Remind the user within the unpublished prompt that a DOI link will be broken
