Currently the presets tags are in this file:
https://github.com/ciudadanointeligente/legislative/blob/master/app/assets/javascripts/bill.js

We need add more terms, there are very few.

ideas de @jdgarrido :
1- a) almacenar las búsquedas que hacen los usuarios b) en base a estos depurarlos y construir un diccionario de tags recomendados.

2- hacer querys al solr, y ver qué terminos se repiten mas, y de ahí obtener el diccionario para los tags recomendados.
