Este controlador tendríá una sola vista '/index/ que sólo muestre las votaciones y que tenga en el template un Popolo::Person.

el Url debería ser algo así como '/votaciones/1235fieraferoz4567'.

En rails es View (no template), so refraseando, "que tenga un Popolo::Person en la View"

Qué opinas, te tinca seguir con esta propuesta, o vas a darle unas vueltas a incluir este contenido a vistas ya existentes?
