Restrict access of Bulk Lookup to coordinator and admins

At this time, it appears through the impersonation tool that curators can access gene tracker record in the bulk lookup section. To reduce the ability of external members to ClinGen staff from downloading lists of our genes and records, can this be restricted to the coordinators, similar to the bulk download.

Of note, the bulk download is restricted to show only the curations an individual has been assigned as intended.
