Migrate historical stage ClinVar datasets to prod cluster

Migrate all of the previously processed ClinVar datasets to the prod cluster environment.

This will be the first step at setting up a duplicate environment with stage. We will still relay on stage for everything as we continue testing that the processes needed to support the downstream services/tools on stage can be moved over.
