Scrape DSP XML archives to get 1 per release, copy to our prod environment #273

DSP archives the latest weekly VCV and RCV XML file from the clinvar FTP site twice a day and does not delete duplicates.

We want to archive DSP's distinct XML files so that we can eventually delete the DSP buckets.
