Add support for locale on getTicketFields

Is your feature request related to a problem? Please describe.
Currently, the Zendesk API endpoint to get ticket fields supports a "locale" query parameter. But this is not available on the zendesk-java-client.

It would be nice to have a "getTicketFields" that considers the locale.
