Add a set of application denied reasons

Right now we only have a general application denied message that gets sent out which claims the reason to be a result of over capacity. We should offer a dynamic set of reasons why an application was denied to help hackers understand why they were declined.

Possible reasons:
No Reason (Use default messaging)
Age (minor)
Not in university
Application lacking information
Application doesn't meet hackathon criteria
