Add a page for Step 0: Court lookup

If you know what court your convictions are in, but do not remember the exact convictions, we can direct you to the court to look them up.

This should include a drop down, organized by county, of all the courts. Selecting an item should provide the user with a link to the court's database.

If feasible, we should capture the courts that people are looking up to determine what should be scraped first.
