Various Neighborhoods can not display Crime Report #104

Various Neighborhoods are unable to display on the page due to a large socrata query being sent to the service. Perhaps we should rely less on the within_polygon, and just use the straight up neighborhood name.

Pros:

  • Less URI length

Cons:

  • Less Reliable
