Update Demographics tab to include 2010 Census data

The City of Kansas City, Missouri's City Planning and Development office provided us with the 2010 Census data file. This data can now be incorporated into the Demographics tab on the website.

The file was provided with the following instructions:
"Attached is a file with the information that you requested. Most of the data are actually from the 2008-2012 American Community Survey (ACS). As you remember, very few questions were asked in the 2010 Census. The best way to represent most characteristics for 2010 is to use the ACS. Since the 2008-2012 ACS has 2010 as its middle year, it is the best ACS for representing 2010. Headings for data from the 2010 Census are in red. Headings for the 2008-2012 ACS are in blue."
