Update/Standardize existing project readme's to conform to automated data parsing for new site.

We need to review all the existing CFT repos and decide if they should be published to website or not and flag / archive approripriately. For all those being published we need to ensure frontmatter/headings meet the new template standards so the data will be pulled correctly for web.
