Select OCL Rules to be used when validating SCL using SCL Validator Service #125

Make it possible for a Engineer to select which OCL Rules (Files) to activate when validation of the SCL File is executed using the SCL Validator Service.

The Engineer will get a List of the available OCL Rules from the SCL Validator Service and can select the rules that should be used to validate the SCL File. Also add 2 buttons to select all or none of the rules and check if it's possible to make some kind of tree representation using the directories as nodes.

This means create separate issues, one returning the list of rules by the SCL Validator, one to support retrieving the selected options by the SCL Validator to use it and finally in CoMPAS OpenSCD to show the list, make it possible to select them and pass the selection to the SCL Validator.
