When a new reply comes into this topic:

..that should be made note of in the chat by bumping it to the bottom (newest) of the chat, along with a 'x 🆕 replies'.

Only bump the callout to bottom if ~5 new chat messages have been posted below it.

Always update the 'x new' counter as long as people haven't opted out of the topic.
