make install fails on missing var(?)

I'm building from https://github.com/confluentinc/librdkafka/archive/refs/tags/v2.5.3.zip with

./configure --install-deps && make && make install

make completes successfully, but make install fails:

It looks like $(INSTALL) returns empty string
