[blame] Add new command

On large files the blame command in tools like PhpStorm and Cornerstone could take some time to render results. Considering that svn blame path command is very fast I think all boils downs to attempt of displaying blame results across all file, while only part of the file is usually needed.

Creating blame command, that would show blame info around given lines would be very useful.
