tracker: package additions/removals for F40

This issue will help track package additions and removals when compared to the previous major version of Fedora. Usually the additions/removals are a result of changing dependencies in named packages in our manifests. Most of the time the changes are intentional, but sometimes they can be unintended and we'd like to document changes and reasoning here.

This is a library that's linked against fwupd now for https://fedoraproject.org/wiki/Changes/Passim_P2P_Metadata

Since passim (the RPM that provides the daemon) is just a recommends in the spec file the proposed Fedora change won't apply to FCOS systems since we don't install recommends by default in our manifest, but we can't avoid the linked library getting installed.

In b2768f6 these packages were converted into subpackages but left as requires in f39 while in rawhide (F40 at the time) they were converted to recommends.

I'm not sure at this time if we should add some of them back or not.

Happened in b457634. Seems like the patch that got removed was causing the build to link against libargon2.so.1()(64bit).
