Upstream report : rhkdump/kdump-utils#46

Kdump incorrectly parses the sshkey option.

kdump-utils-1.0.47-1.fc41 is in Fedora 41 now too so it's not just a rawhide problem.

bodhi-testing: add kexec-tools and makedumpfile

We need to also tests theses, as we need them to support kdump.
This would have caught coreos/fedora-coreos-tracker#1813
