Overhaul LDF README.md, and inline documentation.

Inline documentation is largely in good shape, but README, and end-user facing stuff really needs a ton of work. Working on readme now.

@shanitajohn can I assign you a pass through this to add anything to the outline that might be missing? We can talk about what you might be able to take on, and what I need to take the lead on. I'll be counting on editorial support from you, once some of the content has been filled in.
