This issue replaces half of #3, which includes discussion on how to connect readers to authors of the code of conduct. We would like to welcome feedback and discussion from non-GitHub users.
The style which emerged in the v2.0 rewrite (#13) indicates that we want to have everything included in one single file: README.md. Accordingly, I see two options:
Authors add themselves (name, email) to README.md in an appropriate section. Of course, this is opt-in, and we need "enough" contacts, not necessarily everyone. Accordingly, the section would indicate that these authors in particular are open to contact. A further note could indicate that such contact would be redirected to the wider audience of admins/authors, as appropriate.
We create a mailing list which forwards to the appropriate parties. For example, this could be a private Google Group with posting (and attachment) access from the public. Further, this would only forward the email to the appropriate inboxes and not archive to the Google Group.
