Python 3.12 support

Planning thread to bump our supported Python versions as 3.12 has been released.

NEP 29 has been superseded by the scientific python SPEC 0 — Minimum Supported Versions, which recommends dropping python 3.9 (released Oct 2020) support for Q4 2023 (current time).

@ieivanov @edyoshikun @talonchandler @JoOkuma Do you have any concerns about shifting the supported range to {3.10, 3.11, 3.12}?

No concerns for me. Mantis and photom use 3.10 and 3.11.
