Selectable table of all system paths

1. After issue Remove the page paths feature #16 is done, create a Form API table with checkboxes in the settings form to enable / disable all system paths.
2. Make the table paginated
3. Make the table searchable by path to filter results down
4. Checkboxes should be saved to "set" the secured paths of the site
5. Replace logic in EventSubscriber to pull secured paths from the selected system paths
