Whilst reviewing climate files, I found this in the wild cli/081x025/081.40x025.90.cli

We should have controls preventing this.

Initial review looks like a sea breeze thunderstorm with a pixel having just one reflectivity return and an inch hourly total. Presently, this CLI file has a 950 mm/h or 37.5 in/h rate.
