enh: Add support for workspace local group to account level group migration (and corresponding ACLs)

With the introduction of unity catalog and identity federation, there's a need to migrate existing workspace local groups to account level groups (namely the ACLs associated with each user and group).

I'm not sure if we'll end up doing this or not, since for the most part, this repo is aimed at legacy to E2 migrations, rather than E2-E2 ones. Ideally we'd use the TF exporter as a mid-term migration strategy.
