Ability to mark images as disabled (ready to be deleted)

Is your feature request related to a problem? Please describe.
When we make a new Image we cannot always delete the old one this can cause issues if databases need renaming.

Describe the solution you'd like
A way to mark an Image as disabled so no new clone can be created for it.

Describe alternatives you've considered
Notifying people that an Image should not be used and an alternate should be instead, however, this may cause issues if people forget.

Waiting for Images to be unused before replacing, however, up to date data may be useful for development purposes, no guarantee an Image will become unused.
