Describe the bug
After doing a fresh install with a minimal Hardhat project, the tests failed, reporting a missing web3-utils dependency.

Reproduction steps

  1. Start a new project that utilizes Smock for the tests
  2. Try running that test

Expected behavior
The tests should run without an issue.

System Specs:

  • Package Version (or commit hash): 2.3.5
