Comparison Tool User Story - WEAMS File Include Preferred Provider Status (Section 116)

As a System Owner, I need the new weekly GI Bill Comparison Tool WEAMS file to include new column for Preferred Provider, so the GI Bill Comparison Tool display schools approved by VBA criteria for Colmery Section 116.

Assumptions:

1. Preferred Provider data is available
2. 1062676: WEAMS: Colmery Section 116 (Preferred Provider status added to WEAMS for Vet Tec) is complete

Acceptance Criteria:

1. A new column in the GI Bill Comparison Tool WEAMS file, “Preferred Provider” will be created
2. The “Preferred Provider” column will identify if a school is held to a tuition cap or not for Section 116
3. A “TRUE” in the “Preferred Provider” column indicates a school is not held to tuition cap for Section 116
