Build fix release

The same as the first release, but it now builds for all the CRAN systems.

First release

First parameterized and functional version of the algorithm. As a package, only the function to learn the structure is available. It still requires further security checks, constraints and examples, but it works as intended and can be prepared to be included into the 'dbnR' package.
