Remove duplicated code in BootstrapMqttSource()
Ensure that all names in the received bootstrap blob are sent through the policy machinery.
Bootstrap config distributed via MQTT

Plan for bootstrap config is to use MQTT retained messages and this is therefore waiting on #35.
