We will add a new topic structure for status reporting, something a la

status/up/{component}/{id}, i.e. status/up/tem/tapir-at-johans-house

Things that should be reported including, but not limited to:

# received MQTT event messages from Core
time when the latest message was recieved
# of updates to outbound RPZ
time when the latest NOTIFY to downstreams was sent
version of global config that is being used
