We've had problems with Unbound not updating when TEM publishes a new version of the RPZ. Try to enhance TEM to detect:

is it possible to see in the NOTIFY response whether the downstream resolver rejected the notify? If so, log and also update status.
if there is no IXFR/AXFR request within $Duration after a sent NOTIFY then the downstream resolver has some sort of issue. Log and also update status.

Is this something that can be lower priority. I agree it's an important issue but is it critical for release?
