suggestion: change URL from http to https

After analysing with PageSpeed Insights I notice that this URL doesn't have the https href="http://aboutcookies.org"
Do you think it make sense to update it from http to https?

Also that Link contain no descriptive text. With descriptive link text, search engines can better understand your content.
Do you think it may be a good idea to change this?
