Support for ST_CoverageSimplify

Spatial extension already offer two simplification functions : ST_Simplify and ST_SimplifyPreserveTopology.
However, the addition of ST_CoverageSimplify could be the missing part to a full simplification process similar to Mapshaper or Topojson.

A good simplification algorithm is a frequent request from users across various GIS tools. Having ST_CoverageSimplify function in the spatial extension would be a game-changer for users like myself.
